    Review strengthens client-led Home and Living across Alliance20

    Alliance20 has released a review to strengthen what client-led Home and Living looks like in practice, especially where people need 24×7 support and are likely to share supports.

    The review responds to a shifting national context, including the Disability Royal Commission’s recommendation to phase out “group homes” within 15 years, alongside NDIS settings that generally fund 24×7 supports at a 1:3 ratio.

    Our focus is on people with moderate to profound intellectual disability and people with significant complexity, and our central finding is clear: the difference is not the building alone, but how supports are designed and delivered.

    Developed with input from our member organisations and shaped through engagement with disability representative organisations including Disability Advocacy Network Australia, Inclusion Australia and the Council for Intellectual Disability, the report sets out a practical framework built around four pillars: the person leads every decision, co-design, respect and response to choices, and promoting engagement and inclusion in life.

    It also highlights the real-world pressures providers face in delivering truly client-led practice, including the costs of co-design and responsiveness and the challenge of balancing dignity of risk with safeguarding in day-to-day delivery.
